Flat postage costs
When you select "Flat: same cost to all buyers" in the Sell Your Item form, you decide the postage costs and which services to use. This option enables you to enter flat costs for local and international postage. If you are selling more than one item, you can enter a postage cost for each additional item a buyer purchases. The cost you enter will display on your item listing. Your buyers will be charged the postage cost you specify when they pay for the item.
Note: You'll also be required to specify a handling time when you list your item. If you do not specify a handling time, eBay will select a default handling time for you.

Buyers using PayPal need to pay from a PayPal Winning Bidder Notification email. If they pay from the PayPal Web site, postage charges cannot be calculated.
You can charge buyers postage insurance according to the actual amount you need to pay your carrier. However, please note that we’ll soon be discontinuing the postage insurance option on the "Sell Your Item" form.
